Taunt in only when you're up a level, under tower, near bushes to kite into, getting a gank, or he's already chunked to ~60%: otherwise wait for ganks.

Try to find him before minions (~1:05–1:20); if you do, start E and all-in, and if he's late to lane permahit minions to hit level 2 first.
